No, it needs to be hotter than 100C. In fact to get magnesium to react with steam it needs to be at nearly the melting point of Mg. You can see this if you try heating Mg as ribbon in steam. Nothing will happen until the Mg begins to melt and then there is a violent exothermic reaction giving hydrogen and MgO
